A local authority does not choose its users. Its website has to work for a ninety-year-old resident on a screen reader, for someone on an old phone and for an official from another administration looking up a bylaw. That is why the law sets accessibility requirements that are not optional. At the same time, the site is run by staff with plenty of other duties and no time to learn complicated tools. Take a town of 8,000 people with one person handling communications: the site must meet the standard and still let them post an edict or a water cut notice in five minutes.

Most accessibility problems on a council website sit inside PDFs. Scanned edicts, unstructured minutes and print-only forms are documents a screen reader cannot read. There is no need to redo years of archives: publish new material properly and turn the most consulted documents into web pages. The editor warns when someone uploads a scanned PDF, and the accessibility statement explains how the older archive is handled.

Common questions

Real Decreto 1112/2018, which points to the UNE-EN 301549 standard, in practice equivalent to WCAG 2.1 AA, and requires a published accessibility statement with a feedback and complaints mechanism. We design and audit the site against those criteria and hand you the statement ready to publish.

Procedures requiring identification belong in the sede electrónica, which the site links to without duplicating. For simple requests with no identification, such as activity sign-ups or bookings, we build dedicated forms that issue a receipt. Each procedure then sits where the law expects it.

Depending on value and purpose, as a contrato menor or through a tender; the decision and its justification lie with your procurement department. For tenders we bid via the Plataforma de Contratación del Sector Público with the ESPD and whatever technical documents the specifications require. Invoices go through FACe using the DIR3 codes you provide, and tender questions can be sent to tender@apply.es.

The website and its hosting are among the systems your organisation must protect under the ENS. We host in Spanish data centres with encrypted backups and monitoring, and supply the technical documentation your security officer needs. We help you prepare for conformity; certification is issued by an accredited body.
