In a Spanish town of 8,000 people, IT often rests on one person who may well have other duties too. The morning goes on renewing a councillor's certificate, lunchtime on posting a notice to the sede electrónica (the council's e-office), the afternoon on the treasury department's printer, and somewhere in between on the accessibility statement nobody has read. Whatever is routine and needs no one on site, we lift off their desk. The institution gets a written scope, one named contact and paperwork kept in order for the day an ENS audit or a complaint from a resident lands. It suits town halls, groupings of municipalities, provincial councils, autonomous agencies, consortia and schools.

What the service covers
Five standing blocks of work. Each comes with a written scope and a measurable indicator, which makes it easy for the contract manager to approve every invoice and to compare bids when the contract is next put out to tender.
Civil servants, contracted staff and teachers raise requests through a form, by email or in Teams. New starters and leavers, permissions in the case management system, the FNMT certificate that AutoFirma refuses to see minutes before a full council meeting, the scanner that will not send to the entry register.
Security under the ENS
An inventory of devices and software, a permissions review, a documented restore test and an incident log. We draft or refresh the security policy, the statement of applicability and the incident handling procedure using the CCN-STIC guides and CCN-CERT alerts, with the Royal Decree 311/2022 audit in mind.
E-government
Desktops and browsers set up for the e-office, the signature workflow and Cl@ve; public employee and electronic seal certificates installed where they belong; links to Red SARA services and to ENI interoperability requirements when a project calls for them. We also make sure supplier invoices flow through FACe without getting stuck.
Website, e-office and accessibility
Patching, backups and an accessibility pass whenever the site is redesigned or a large section goes live. Once a year we supply the technical content of the accessibility statement required by Royal Decree 1112/2018 and fix anything that falls short of UNE-EN 301549 before a resident reports it through the complaints channel.
Report for the secretary and comptroller
At the agreed interval, a single page: requests closed and deadlines met, backup status, updates applied, incidents. It comes with an outline of open risks and upcoming needs that the mayor's office or the finance councillor can lift straight into budget planning.
Tendering and the first few weeks
Apply takes part like any other bidder: we submit a bid when a procedure is open and deliver if the contract is awarded to us. The award is the contracting authority's decision and we make no promises about it. Taking over a public body's IT, meanwhile, involves a good deal more than inheriting passwords.
01
Input for your file
We send a scope document with target service levels that you can reuse for the technical specifications. For a minor contract you get an itemised quote; for an open procedure we bid on PLACSP or the regional platform, with the ESPD.
02
Assessment and takeover
We examine servers, desktops, licences and live contracts remotely, then collect the credentials from the outgoing supplier, with signed minutes listing every open issue.
03
Splitting the roles
We put in writing which tasks your in-house technician or a local firm of your choice handles in the building, and which we carry out remotely. The document joins your ENS security file and the contract annexes.
04
Yearly calendar
A timetable covering access reviews, test restores, the refresh of the accessibility statement and the annual meeting with the secretary's office. We are the ones who remind you, not the auditor.
One contract for several bodies usually costs less than three separate ones. Picture a grouping of five municipalities with a shared music school and sports service: one set of rules governs user accounts, backup routines and security, and the chair receives one combined report instead of seven. The provincial council or a central purchasing body can run a single procedure, while each member keeps its own budget execution.
Common questions
Your technician gets a safety net and frees up hours for work nobody else can take on: kit inside the buildings, day-to-day contact with each department, preparing purchases and the projects the governing team comes up with. Updates, monitoring, backup checks, user accounts and documentation become our job. Annual leave or sick leave no longer leaves the council without IT.
Yes, provided the value stays below the LCSP threshold for services, €15,000 excluding VAT, and the other conditions of Article 118 are met; that decision and its justification rest with your contracting authority. For larger sums or multi-year contracts we take part in whatever procedure is published on the contractor profile. Tender-related questions can go to tender@apply.es.
No, and no bid of ours says otherwise. We work according to the measures set out in the ENS and ISO 27001, and we help your institution bring its systems into line and get ready for the conformity audit, which an accredited body carries out. If the specifications demand a particular certification from the contractor as a solvency requirement, we will tell you plainly before submitting anything.
The technical part: colour contrast and page structure, keyboard navigation, alternative text, accessible PDFs on the notice board and corrected website templates. We gather the data for the accessibility statement and the periodic report, and flag which of your online services are affected by Law 11/2023. An in-depth evaluation with users of assistive technology is work for a specialist consultancy, and we are happy to collaborate with one.
Most councils begin with the Business plan at €1,290 per month + VAT. A small municipality tends to fit the Start plan, from €590 per month + VAT for up to 10 users. Anything outside the plan is billed at €75 per hour + VAT. Several bodies under one contract get a dedicated quote. We present the numbers in a form you can drop straight into the valuation of the contract; picking the procedure remains your call. Invoices are issued through FACe with the DIR3 codes you give us.
Tell us what kind of body you are, how many workstations you have and who looks after IT today. We will reply within one working day with a written scope and a price you can use to estimate the contract value.

Your request is with us
Expect an answer within one working day. A reported fault that has halted your team is handled first.
We clarify the brief. If a detail is missing before we can price the work, we email you or suggest a quick Google Meet or Teams session.
We draft a proposal. The scope of work, a price in euros with VAT shown separately and a realistic start date, with no small print.
The choice is yours. The proposal arrives by email. Read it at leisure, query any line you like and only then decide.
