Google Ads only knows what happens on your website. If you sell on quotes, the real sale arrives weeks later in the CRM or ERP and the platform never hears of it. So it optimises towards form fills, good or bad. Feeding closed deals back as offline conversions, with the right consent in place, changes the kind of customer the algorithm goes looking for.
Three quick tests: do advertising cookies load before anything is clicked, is the reject button as visible as accept, and does closing the banner count as acceptance? A yes to the first or third, or a no to the second, means it needs fixing. We document it with screenshots.
