The laptop bought in a hurry for a councillor, the sports centre PC nobody recorded, the library NAS: all fall outside updates and antivirus precisely because no one knows they exist. An automatic inventory is not ENS red tape; it is the list of things you have to protect.
GLPI is free and widely used in the Spanish public sector for inventory and ticketing. Intune comes with some Microsoft 365 plans and is the easiest route if your machines already sit in Entra ID. A paid RMM pays off with many devices, several sites and few staff. Often the best answer is two of the three.

First, identify them in the inventory. Then, case by case, upgrade them if the hardware allows, isolate them from the network if they cannot be retired yet, or plan their replacement. You buy any new hardware from your usual supplier.
